Apply for a J2 Visa on a British passport in the USA

I need to apply for a J2 for somebody who is based in the USA but has a British passport. Could I ask them to courier me the passport so I can apply on their behalf in the UK? They will be entering via another country but on departure back to the USA, will this cause confusion?
