In usual time, Travel agencies can apply Tibet Permit Visa for you. However, according to the lastest news, because of Nepal's Earthquake,  tourists are not allowed to enter into some other areas in Tibet except Lhasa from April 26. So you cannot travel this place recently. Until nowadays, the official doesn't say when the situation will be returned. You may keep an eye on it.
