Advisable to travel to kaohsuing and tainan in mid July?

I am reading about people's warning to taipei during July to Oct, because of typhoon. I went taiwan around 4 - 5 years back, around the same timing, but didnt experience typhoon nor rain.

So i would like to check, if its advisable to travel during this period. Is there any website that i can check for the weather?
