Sinha, I think you should first report the loss to the police station and then go to the Indian consulate in Guangzhou to apply for a new passport.

The required documents are as follows:
• Prescribed online application form duly filled in all columns after taking print out.
• 4 recent passport-size photographs measuring 50x50 mm (white background) without border and showing full frontal view of the person’s head and shoulders. No glare if wearing glasses
• Photocopy of the lost passport (first two pages, last two pages and current resident permit page).
• Police report and report of confirmation of loss of passport as issued from Exit and Entry Bureau, in original, for the lost passport.
• An Affidavit regarding loss of passport.
• Two witnesses from Indian Passport holders having valid resident permit in China.
• Proof of residency e.g., copy of rental agreement/temporary residence permit/a letter from University/employer in case of student/professionals.

For the processing time, you can consult with the consulate.
