Can I get the Chinese Work Visa for my US passport in the EU country which I have citizenship?

I am currently living in Ireland as an Irish resident, and I also have both US and Swedish citizenship. I am waiting for my invitation letter which will arrive in 30-40 days. I will be in Sweden when it arrives, and I was wondering if it is possible to get my Work entry permit on my US passport in Sweden. If anyone has been in this situation and found a solution, please let me know. It would be such a bummer if I have to go to the US just to secure my work entry permit.
