Arriving from Paris to Wuhan 09:30am connecting with a separate ticket to Phuket non-stop at 11:30pm

Is this good enough for 24 hour transit visa free? Is Wuhan already applying the 72 hours free transit for italians? As it seems on airline software it is not in force but only announced as short term plan.
