Chinese Tourist Visa for American Student in Russia

Hi, do you know if it is possible to get a Chinese tourist (L I think) entry permit as a US citizen studying in Russia. Information about something like this is practically nonexistant, so I am wondering if you know anything. I don't think I can post my passport back to the US with time I have because the Russian mail system is really slow.
