About:China Visa on Arrival

Can I apply VOA at Shenzhen without the 2 ID cards?

Hi, I am a permanent resident in HK but i just lost my HKID card and China ID card.

So do you hold a Chinese passport issued by mainland? If so, I think you don't need the entry permit.
