Visa Requirement to visit Haikou

Hi, my son is teaching in Haikou has been involved in an accident and is currently in ICU, I need to get to him ASAP, if i fly directly to Haikou from the UK will I be able to get an entry permit when I get there? Currently it might be a week before I can fly out if I apply through the normal process.
