how do i apply for 10 years visa application? is same as regular application?

Hey Jenny! The process for applying the 10-year one is basically the same as that for regular entry permits. The only difference is that to apply for the 10-year multiple entries, the remaining validity of your passport should be over one year.

If my passport was obtained two years ago with 8 years left, may I still get the ten-year entry permit or do I need to provide a passport that is valid for least 11 years in order to get it?

Your passport is OK! As long as it's valid for more than one year from the date of application submission, it can be used for applying the 10-year one.
