There is around 23mi between the airport and the North Station. If taking a taxi, it costs around CNY100 and the drivers usually don't charge by meter. It takes around 40min. You may need around half an hour to check out. Considering all, you cannot catch the train leaving at 12:28. It would be best to change to another train.
