Mellisa, if you hold working or study certificate in Malaysia, it is certain that you can apply from there. If you just hold a short-term Malaysian entry permit, the chance for getting the China entry permit will become less. Anyway, you can go to the CVASC center in Kuala Lumpur or Kuching and submit the required documents. Aside from the basic documents, such as passport, application form, recent photo, and itinerary proofs (round-trip flight tickets and hotel reservations), you should also submit the original and photocopy of your stay or residence permit in Malaysia and financial standing proofs.
