Is a bus service available - paid or free - from Kowloon Airport stn to Tseung Kwan O

We are coming by Airport Express to Kowloon and need to go the Holiday inn Express in Tseung Kwan O.

You mean Holiday Inn Express HK Kowloon East near Tseung Kwan O MTR Station, right?
Bus service is available. But it is not for free. You can take bus 296d from Kowloon to Sheung Tak Bus Terminus. After arrival, walk southwards for about 400 yards to reach the hotel.
