Visa on Arrival for Hong Kong, PRC and Malaysian passport holders

Hi:
I would like to check as of March 2015, can holders of Hong Kong, PRC China, and Malaysian passport holders obtain VOA at La Paz airport? Thanks

Henry, according to what I find out, mainland Chinese people and Hong Kong residents need to apply for tourist types before they go. I am afraid that VOA is impossible. For Malaysian people, I didn't find any VOA information too.
