Due to the large number of foreigners getting visa's in Hong Kong and working illegally on them, the Hong Kong Government has stopped this practice of giving out business F & M visa's. So the new law is you can't get a Chinese one in Hong Kong anymore unless you have a Hong kong ID. The only chance now is for you to send the passport to American, in California and find a good agent. Otherwise you'll need to go back there and get one.

Thanks for the information. I assume this is true for "Family Reunion" entry permits, as well (Q and S-types)? Will a service agency in the U.S. be willing and able to obtain one for you with your passport while you're stranded in Hong Kong without your passport?
