You can get one in Shanghai/ Beijing, if you are going to visit someone the process is quite complicated though, you will need to send a copy of your passport to them ,they will then need to go to the Department of Immigration to fill out an 'invitation letter' form with all of your travel information which needs to be notarized and stamped etc, and then send the original letter to you to take with your visa application. However, if you are going as a tourist with a tour agency it's easier. I went through the process in January of this year.
