What is the best stop to get off at in order to get on a city sightseeing bus? Coming in at noon

Well, you have no choice but to get off at Longyang Road Station, because the train only has two stations including Pudong Airport. As I know, the closest station should be Jin Mao Tower of sightseeing bus line 2. It is around 6.8mi from Longyang Road. You can take subway line 2 and get off at Lujiazui. Leave through exit 6 and you can see the tower easily, nearby which you can get on the bus.
