Hey Bilguunsaran, I see a post on the Japanese embassy's official website, saying foreigners in China must apply Japanese entry permits through Beijing China International Travel Service Co., Ltd. or Exit and Entry Personnel Servie Center of Foreign Affairs Office of Beijing People's Government.
