About:

please guide I want to go Hefei by bullet train from shanghai pvg airport.

I will reach at the pvg airport at 2100

Well, according to your arrival time, there is no bullet train for you to take. So you are suggested to find a hotel nearby the airport or Hongqiao Railway station and start off the next day.
You can take airport shuttle bus line 1 or subway line 2 to Hongqiao Railway Station.
Then there are many bullets that can take you to Hefei. The schedules are from 06:04 to 17:53 with the travel time of around 3.5 hours. The ticket fare of first class seat is CNY187 and the second class seat is CNY156.5.

If you want to go Hefei in the same day, there are several normal speed trains for you to choose. Upon landing, take shuttle bus line 5 to SH Railway Station first. The situable schedules for you to Hefei respectively are 22:08, 22:15 and 23:36. It takes around 7 hours on the way.
