Tracy, you can apply one through the embassy in Hanoi. The following documents should be taken to the embassy, including your passport which is valid for at least six months and has two or more blank pages, a photocopy of the data page of the passport, a completely filled application form affixed with your color bare-headed photo taken within six months, the original and photocopy of your residence permit or entry permit of Vietnam, and round-trip tickets and hotel reservations for China or an invitation letter from China.
