i have a friend in china who overstays already for 6 months. he wants to go home to the philippines

But he was told that if he goes home, he would be jailed 2 months for overstaying and have to pay 10000 rmb. Is this true?

Vanessa, according to what I know, he will be detained for 5 to 15 days. And CNY10000 is fined. What's more, I am afraid that your friend may not come back again to PRC in five years because of his overstay record.
