Q1 visa from a 3rd country?

Hello,

I recently married a Chinese national and am now in Vietnam doing a research grant. I need to return to China to stay with him after my grant in July. I need a Q1 type, but since I am a US passport holder, can I apply for this from Vietnam, instead of the United States?

Yes, you can, but you can get a Q1 in the U.S, in Vietnam you'll only get a Q2 (good for 6 months during each renewal), if you have any trouble (which I don't think you will.) fly on over to Hong Kong and get the Q2 there.
