im thinking to have my Chinese X visa be processes in Vietnam, is it possible?

hi, im from philippines studying in China, I trabsferred to different school and have to change my visa too from residence permit to X type, i will also be in vietnam next week for a short holiday. I mean shall I be granted with it?
