I'm a UK citizen living Kazakhstan and i was able to get Chinese L type with no problems from Bishkek. but speaking with the same agency again i was told i would be issued one and i would get the stamp at the Urumqi International airport. i have never heard of such Chinese e type before, is there any changes in 2015 regarding of this?

Jasur, I didn't hear of this type, either. Did the agency mean the entry stamp on your passport?
