Certificate of authorisation to collect pension in China

Dear Sir/Madam

My parents were advised by Resources and Social Department in China that they can get their pensions collected by authorised people. However the government wants a certificate from Chinese Consulate in Melbourne. Could you please let us know the process? and where is your office for this sort of consultation? Thank you
