Since the New Moon falls on February 18th, wouldn't the Chinese New Year be on the 18th?

Chinese New Year for 2015 is on February 19th. But because of time zone differences, wouldn't it be on the 18th in the states? New Moon is at 5:47pm CST here in the states on the 18th.

Yes, you are right. The new year will be on the 18th in the US.
Feb. 18, 2015 is China New Year's Eve. According to the Chinese culture, after the midnight of New Year's Eve (New Moon Falls), the day (Feb.19, 2015) is considered as the new start of the whole year.
China and USA (New York) have a time difference about 13 hours. Time in China is eariler than USA. So in New York Time, Chinese New Year begins at Feb.18.
