arriving into pek, can i get from t2-t3 to meet her?

I'm arriving into T2 at PEK from Wuhan China. My cousin is arriving T3 from Hongkong, originally from Vancouver.

Of course you can. After going through the immigration, you can easily take the free terminal shuttle buses to commute from T2 to T3 to meet her.
