applying for tourist visa

Hi, I am a Ghanaian and a student studying here in Russia. I want to apply for a tourist type entry permit, book a hotel to stay in and visit my friends in China. I have a valid passport, residence permit, travelling insurance, a letter from my university, a bank statement with enough money for a 7 day trip. I also have a recent taken passport picture. Please i would like to know if i have to book for my flight before applying or wait till i get the entry permit. And also, if i have to provide any other document.

You can ask your friend in China to write you an invitation letter so that you don't need to book the flight tickets before the application processing. Other documents needed are the invitation letter, a photocopy of your passport and residence permit, and a filled application form.

My is friend is not a citizen of China, he is just a student with resident permit can he still send me an invitation with his relevant documents.

Yes, he can send you the invitation letter. However, copies of his passport information page and his resident permit are required too.
