About:Apply for China Visa in a Third Country

i need to go shenzhen via hongkong from india

I want to know can I apply Chinese tourist visa from India. once I got that then I can enter China via Hong Kong. as I know there are no entry permit requirment from India to hk for 14 days. or I have to apply china entry permit from hk. Kindly suggest
