can i apply for on arrival visa in haikoi meilan?

I hold an indonesian passport flying in from singapore to haikou.  Will the airline allow me to board the plan in singapore at the first place?

It's hard to say. Sometimes it may be refused by the officials. So you're suggested to apply one before you go to guarantee your trip.
