About:Chinese Embassy in Djibouti

why is it necessary to have a djiboutian guardian and not from another country?

hi
am a student who recently applied in shenyang unversity at china and came all the way from somalia to get visa from djibouti yet am told to have a djiboutian guadian despite not even knowing anybody.
why is it so?

I thought you meant that a sponsor or guarantee in Djibouti. You are from Somli and apply in Djibouti, not in your own country. That's why a guarantee or sponsor is needed.

so practilly the person who imposes as my sponsor and guarantee would not pay for my tution fee, right?

According to the news report, it was reopened on Oct.12, 2014.
