I have a US passport and planning to book a 3 day tour to Beijing from a travel agency.

Do I need a visa for the tour? Thank you.

If you are flying from the US to Beijing and then back to the US, you will need one. I think the travel agency will help to apply for the group type entry permit.

Thank you.

What about if I'm flying from the US to Manila (1week) then to Beijing (3 days) back to Manila (4 days) then US? Do I still need a visa?

It's the same. You need to apply one. If you plan to make use of 72 hours free transit, you should make sure that the place of departure can't be the same of your destination, for example, flying from USA to Manila, then Beijing and then back to USA directly from Beijing.
