We're arriving to Shanghai Pudong airport from Russia at 23:50.

Can we get to the hotel at East Nanjing Road by public transport that time?

According to your arrival time, you can take airport shuttle bus Night Line, and get off at East Yanan Road, Middle Zhejiang Road Station. The operating hours of this line are from 23:00 (T1), 23:05 (T2) till 45 minutes after the last flight arriving.
After arriving, take a taxi to your hotel directly.
