departing from Philippines, 9 hrs stopover at Pudong Airport, then arriving at Nagoya Airport Japan

hi! I'm seeing a friend on 7th of February while waiting for 9 hrs to my next flight to Nagoya Japan. Am I allowed to have a tour in Shanghai? If yes, what procedures should I do?

Yes, you can have a tour in Shanghai, just apply for a temporary stay permit at the airport so that you can go outside.
