can i apply for a l visa in tokyo if i am a national from spain?

Greetings,I am from Spain and I am currently traveling through Japan but I intend to visit a friend that lives in Beijing and then stay at her house. At first I asked about the 72h exemption but they told me I cant use it because the trip would be from Tokyo to Beijing and then back to Tokyo, and that I better try for an L type.Thanks for your time.

Your passport, completed application form, a recent passport photo, an invitation letter from your friend, a copy of his Chinese ID card or his passport and visa pages are required.
