can i enjoy 72 hr free transit facility

Question

i am nepali citizen travelling from seoul korea to nepal making long layover of 23hr in shanghai pudong airport before departing for final destination nepal. i think my country is not in list for 72hr free transit. since i have to stay 23hr, is there possibility to go out of airport for city tour myself? if possible what is procedure? both flight is china eastern airline. and also do i have to take checked luggage with me in shaghai during layover. thank you

Yes, you can go out of the airport. Just apply for a temporary stay limit at the airport. You don't need to take your luggage with you, you can lodge it in the airport.
