About:Chinese Embassy in Philippines

I have a friend who has a tourist visa for China, but her main purpose is to work there.

Is it safe?

With the tourist type entry permit, you can only stay in China for travel, not work. It's illegal to do so. Once you are caught, you'll be fined and sent back to your home country.
