If you are US citizen and you enter SH by flight, then you can enjoy the 72 hours visa free transit policy. You can just deal it in the airport. The applying procedure is like this: inform the airline when you boarding – fill an arrival card on the flight – apply the 72 hour permit – claim the luggage – go through the custom – leave the airport.
If you enter the city by cruise, then you cannot enjoy the 72 hours visa free policy. You have to apply for a transit visa at the cruise terminal.
