can my fiancee buy a sim card to phone me?

Question

My fiancee lives in Linyi, Shandong.  She can buy a phone on the same frequency GMS 900. 1800 ,as mine. But can she definatley buy a sim card so that will work in her city, so that we can phone each other. I am not great with mobiles, so i am not to sure about it.  She says she does not think it is possible as they are not on radio there, what ever that means, and that people there do not phone out of her province. Please can you help, thank you, Kenneth.

Hey, tell her that she can buy one with her passport in the China Mobile / China Unicom / China Telecom Service Center. But international call is expensive in China. Maybe you can use VOIP like Skype.

Hi Emily from Greece, thanks for you reply, i am new to this , as you might of guessed. Thanks for saying about China mobile etc, have you ever been there , to LY. It seems to be so far behind the times. If you have i would be gratefulll if you can tell me where these places/shops are as my girl can not seem to find out anything about them. i live in uk i have a few friends in shandong LY and i have no problems with contacting them on my phone

Hi lorraine, thanks so much for your help, i have a number of friends in LY, they have tried phone contact and so have i, but nothing seems to work. There phones seem only for local use. I have tried directing them to China Vision and China Mobile but with no success. None of them seem to be able to find it. Please could you tell me how it is done. I have given them names of Roads , but they only seem to know numbers of Roads! Thanks very much, Perhaps you could find me on face book , Kenneth Carter, Hemel Hempstead.
