what help can we expect from phil embassy in beijing for our mom who is now in Pecking hospital?

our mom was supposed to fly back to USA on last jan 12. her itinerary includes a stopover in beijing china(PEK), by then we were expecting her to be in washington flight, the Phil embassy called and informed us that she was not able to make it to fly to washington for she was brought to the hospital in Peking. the reason was not clear but we think she had short of breath like what she seldom experienced while she was still in TX and also here in the Phil, in relation to her breast cancer. He told us that a relative should follow to Beijing to assist our mom. we want to talk to our mom but we are unable to. he told us that he cannot go to the hospital because he was being asked about the payment of the bills. as much. pls help.
