About:Chinese Embassy in Philippines

my mom was born in the phil, she's a filipino and my father is a chinese citizen and was naturalized as a filipino on 1974...when my mom wants to get a passport, dfa say we need to pay $180,000 because my mom is chinese...why is it like that?when my mom pays her sss, philhealth, is a voter, was born in the phil, and is paying her taxes...is dfa trying to milk us or can u help us go through it..please enlighten me...

If your mom is filipino, she should have a proof of certificate? It is so strsnge that your mom becomes a Chinese.
