can i have working visa after i pay penalty to my L type

i'm jhenny and i'm a filipina. i have an L type which.expired last nov 22 bcoz of my agent's negligence. im still staying here in china. i met a friend and he suggested me pay my penalty and exit in Hong Kong then he will process a working type for me coz he owned a restaurant. i can go back here in china to work when i have that working type at all..plss help
