Utah resident, can I submit for visas through the San Francisco office?

I live in Utah and see that my region is covered by Washington DC? How can that be? I am applying for my entire family of 10 people for a tour.

I'm afraid you have to submit the application to the consular office in Washington DC. The San Francisco may not accept your application.
