About:China Visa Application in USA

The consulate hilding jurisdiction over my territory is Houston.

Can I have a friend dropp off my visa application and have another friend pick it up and pay it?

It is possible. If the one pick up for you can get your application receipt, he/she is OK to pick it for.
In my opinion, you had better ask only one friend to apply and pick up for you.
