Teresa Teng memorial/cemetery

I plan to take the train and stop at the Tamsui station. Will there be taxis from the station to go to Teresa Teng cemetery? And for my journey back later, is it easy to find a taxi from the cemetery to the train station? I dont want to take the bus bcos I heard it comes only once every hour.
