About:China Visa on Arrival

As a USA citizen can I arrive in HK and apply for 5-day VOA at LuoHu port?

Hello, I am familiar with the port as I had traveled through that previously on regular L type to China.

Sorry, USA citizens can't get VOA in Shenzhen. They are required to apply for a L type if they want to visit Shenzhen.
