Indians qualify for 24 hour transit, but are not eligible for 72 hour transit. Also, you are not expected to get a VOA at Shanghai Pudong Airport.

VOA is short for Visa on arrival. It is issued when you arrive in China. If you are qualified for 24 hours free transit, you needn't care about this. And you should apply for a stay permit when you land at the airport if you plan to exit the airport.
