Hi, madeline. As I know, you are able to get a VOA for Macau with your ICI passport. However, for HK, you are suggested to consult the HK Immigration Department for asking. Their phone number is (852) 2824 6111.

VOA is short for Visa on Arrival. You apply it upon your arrival at Macau International Airport by yourself.
