As I know, there is no festival during that time. The suggested must-sees are Pearl River, Yuexiu Park, Ancestral Temple of Chen Family and Sun Yat-sen Memorial Hall. You can also visit Shenzhen. It is a bit hot at that time, the average temp is about 86 F.
