About:72-Hour Visa-Free Transit

Would it be possible to for a US citizen to travel to shanghai under the 72 hrs free transit?

If you fly from USA to Shanghai and then to a country or place (not any city in USA), you are able to enjoy the 72-hour free transit to tour around Shanghai.
